The FAR Overhaul Continues—LINED OUT FAR Parts 1, 34, and 52. Amendments to the Rewrite and Non-Written Parts of the FAR Released
As we know, the FAR Overhaul Continues. Last week, we provided a look at the lined-out version of FAR Part 1 and 34. Today, we are providing the lined-out version of FAR Part 52. Additionally, the Federal Register published changes to the FAR that were for both the re-written Parts and Parts not yet rewritten. Please note that in one section of Acquisition.gov FAR Part 52 is TBD on the Rewrite and another section Contains the Rewrite. The Overhaul of FAR Part 1 contained cross-references to FAR Part 52, but 52 was not yet out.
Recall, that the two councils for the FAR—the Civilian and Defense side were lined out in the re-writing of FAR Part 1. Rather than having it go through the two councils, Rules will likely be processed through the OMB, DOD, GSA, and NASA—as is done today with the amendments—and as set forth in the re-written FAR Part 1 and used in the Federal Register earlier this week.

On May 12, 2025, the Federal Register (Vol. 90, No. 90), through the Office of management and Budget (OMB)—Office of Federal Procurement Policy, Department of Defense (DOD), General Services Administration (GSA), and NASA, issued a Final Rule regarding “technical amendments”—i.e., not lined out versions, to FAR Parts 1, 17, 33, and 52.
This Final Rule is Effective June 11, 2025.
FAR Part 1—Federal Acquisition Regulations Systems
FAR Part 1—Rewritten Amendments has a change in its definition to close a parenthesis that was left open in the re-write in section 1.401(c).
FAR Part 17—Special Contracting Methods
FAR Part 17.703 Amendments—Awaiting Re-Write—is Agency Deviations: has a different website for Nondefense agency certifications, waivers, and where additional information is available.
FAR Part 33—Protests, Disputes, and Appeals--
FAR Part 33.105 Amendments—Protests at the U.S. Court of Federal Claims (COFC)—Awaiting Rewrite: looks like a website change removing a redundancy in cite address.
FAR Part 52—LINED OUT VERSION that Appears in Some Government Sources and TBD on Others. The amendments should affect the lined out as well as older version.
FAR Part 52—Solicitation Provisions and Contract Clauses
FAR Part 52.101, 102, 300, and 301.
Note FAR Part 52.101—Using Part 52—does not appear in the lined-out version of the FAR rewrite an. The amendment to 101 revises the introduction to the text introducing the “smart matrix” which contains a column for each type or purpose of contract. https://www.acquisition.gov/smart-matrix
